Which transition group could apply to me?

The OPERS Board has recommended a number of plan design changes that must be enacted by the Ohio General Assembly. These recommendations include a proposed transition plan based on when a member first becomes eligible to receive an age and service retirement benefit under the current eligibility requirements (referred to as Groups A, B, and C).

The transition plan only applies to the following changes recommended by the Board: age and service retirement eligibility, benefit formula, final average salary (FAS), cost-of-living allowance (COLA) and the age and service reduction factors. All other plan design changes recommended by the Board will apply when the bill becomes effective or another date specified in the bill.

You may input your information below to determine which transition group may apply to you. The results derived from the questions below will not give benefit estimates; they will only provide details on the transition group that aligns with the information supplied by you. At retirement, your transition group will determine the benefits available to you.

IMPORTANT REMINDERS: This information is based only upon the Board's recommendations to the Ohio General Assembly and is for illustration only. OPERS is monitoring the progress of the pending legislation but cannot predict the outcome of the legislative process. It is important to remember that the final version of the legislation may contain a different transition plan or none at all.

OPERS has developed this modeler to assist actively-employed OPERS members in identifying which potential group they fall into. This modeler assumes a person has continuous full-time employment between now and the date of their retirement. Inactive OPERS members, or members who have stopped working or have intermittent employment, should not use this calculator. Any interruption in full-time employment could result in members reverting back to a lower group upon retirement.

Group A

Members who are eligible to retire under the current eligibility requirements as of the bill's effective date or who will become eligible to retire in the 5-year period following the bill's effective date are in Group A.

Group B

Members who will become eligible to retire under the current eligibility requirements in the 10-year period following the bill's effective date or those who have at least 20 years of service credit on the bill's effective date are in Group B.

Group C

All members who will not become eligible to retire under the current eligibility requirements within the 10-year period following the bill's effective date or those who do not have at least 20 years of service credit on the bill's effective date and those hired after the bill's effective date are in Group C.
