Open enrollment for 2023 is under way and this means different things depending on whether you are a Pre-Medicare or a Medicare-eligible OPERS benefit recipient.

Pre-Medicare-Eligible OPERS Benefit Recipients

Your HRA Funding Selection

  • Are You Still in the Right Funding Situation? You can change your funding decision each Open Enrollment Period and your new election will take effect January 1 of the following year. Sign into your online profile and select Your Funding Decision to make changes between Nov. 1 and Dec. 15, 2022. Remember, opting in to the HRA is not the same as having medical insurance.  If you are eligible for the OPERS HRA and you choose not to opt in, you are essentially turning down funds that you could use to be reimbursed for qualified medical expenses. This is not something that is deducted from your monthly pension benefit.

Your medical plan for 2023

  • Review the 2023 medical and prescription drug plan details provided by your plan administrator. Depending on the administrator, you may receive this information in the mail. If not, visit the plan administrator's website. Look for changes in premiums, plan design and prescription drug formulary. If you are enrolled in a medical plan with Via Benefits and are  unsure of any changes for 2023 or have questions, reach out to Via Benefits. Or, if you are enrolled in a plan outside of Via Benefits, contact your plan administrator.
  • Enrolled in a plan through Via Benefits and have questions about your coverage in 2023? Contact Via Benefits between Nov. 1 and Dec. 15, 2022. You can call Via Benefits at 1-833-939-1215 and schedule a phone appointment with a Benefits Advisor to review your medical plan details for 2023 during this time period, but an appointment is not required.

Medicare-Eligible OPERS Benefit Recipients

  • Review the 2023 medical and prescription drug plan details provided by your plan administrator. Look for changes in premiums, plan design and prescription drug formulary. If you are unsure of any changes to your medical plan for 2023 or have questions, reach out to Via Benefits.
  • Enrolling, making changes or canceling coverage? Contact Via Benefits between Oct. 15 and Dec. 7, 2022. You can call Via Benefits at 1-844-287-9945 and schedule a phone appointment with a Benefits Advisor to discuss your 2023 medical plan, but an appointment is not required. Selecting a Medigap plan may require medical underwriting.

Remember, you must enroll or remain enrolled in a Medicare medical plan through Via Benefits to continue receiving HRA deposits.

OPERS Vision and Dental Plans

Open enrollment is your opportunity to enroll in, cancel or change OPERS vision and/or dental coverage for yourself and any eligible dependents for 2023.

Effective Jan. 1, 2023, the OPERS Vision Plan will be administered by MetLife, the same provider that currently administers the OPERS Dental Plan. With just a single provider for both the OPERS Vision and Dental plans, you'll get a single, dedicated phone number and access to your coverage information within a single website and online account.

Enrolling, making changes or canceling vision or dental coverage? Fill out the form provided in automyour open enrollment packet. You can also call OPERS between Oct. 15 and Dec. 15, 2022 to change your plan level or cancel coverage.

Automatic Reimbursement from your HRA for OPERS Vision and/or Dental Premium(s)

For your convenience, OPERS sends a notice of your paid premiums for all those enrolled in the dental and/or vision plan(s) to the OPERS Connector for automatic reimbursement from your HRA. To view and/or update your automatic reimbursement preference, log into your account at marketplace.viabenefits.com/opers and select "View Accounts" under the "Funds & Reimbursement" section or contact Via Benefits at 1-844-287-9945.


Answers to some common questions about the OPERS Vision and Dental Plans in 2023

Transition from Aetna Vision to MetLife Vision

If I am already enrolled in Aetna Vision, do I need to take action to enroll in MetLife Vision for 2023?
Will my current optometrists/eye doctors be covered under the MetLife plan?

To find this information, please visit metlife.com/opers. Go to "Vision Insurance " and then click on the "Find A Vision Provider " button. To avoid higher out of pocket costs, we strongly encourage you to confirm whether your vision provider is in-network prior to any visit. It's also a good rule of thumb to always check on your provider's status during Open Enrollment.

I want to keep my current vision provider, but they are not in MetLife's Superior Vision network. What can I do?

While we encourage our benefit recipients to use in-network providers due to the lower costs, we recognize that you may want to continue your relationship with your current provider. Should you continue to use your same provider, you may experience greater out-of-pocket costs. You could also ask your provider to join the MetLife Superior Vision network. They can sign up for the network at https://superiorvision.com/eye-care-professionals/join/apply/.

Why is OPERS transitioning vision administration to MetLife?

After a competitive procurement process, OPERS selected MetLife, which features the Superior Vision network. By selecting MetLife, you now have one carrier for both vision and dental coverage, which means there is a single, dedicated phone number and a single website (MyBenefits) in which you can look for providers, review your claims information, access your ID card, etc. In addition, the Superior Vision network offers one of the largest, most diverse networks of licensed eye care professionals with a robust mix of independent and retail providers. Why can’t I access metlife.com/mybenefits if I live outside of the United States?

Many countries have different laws about the internet and data protection, and if companies don’t adhere to them properly, they could incur severe penalties. Because these laws change frequently, MetLife has made the business decision to restrict access to certain systems, such as MyBenefits, to participants that reside outside the United States to maintain compliance with international law. Vision and Dental Plan Premiums

How are the OPERS vision and dental premiums determined?

Your premium rates are reviewed and set on an annual basis. Premiums are determined based on a number of factors, most notably the past claims experience of the group and the expected change in utilization (e.g., number of visits to the dentist) and costs (e.g., inflation).

What are the 2023 monthly premiums for the OPERS vision plans?

Automatic Reimbursement of the OPERS Vision and Dental Premiums from Your HRA

Both my spouse and I are OPERS benefit recipients who are enrolled in the OPERS vision and dental plans. I receive automatic reimbursement for my monthly premiums, but my spouse isn't eligible for an HRA. How can I get my spouse's monthly premiums reimbursed?

Your spouse isn't eligible for automatic reimbursement since they aren't eligible for an HRA. However, you can set up recurring reimbursements for your spouse's vision and/or dental premiums from your HRA. You may use the OPERS Health Care Premium Receipt as the supporting documentation to receive reimbursement. Your spouse can access the Premium Receipt through their OPERS online account at www.opers.org or by calling OPERS at 1-800-222-7377.

Can I opt out of the OPERS dental automatic premium reimbursement but keep the OPERS vision automatic premium reimbursement or vice versa?

Yes. If you are enrolled in both the OPERS vision and dental plans, you can opt out of automatic premium reimbursement for one plan while maintaining automatic reimbursement for the other.

Can I opt my spouse or children out of the OPERS vision and/or dental automatic premium reimbursement but not myself?

No. If you are opted in to the OPERS vision and/or dental automatic premium reimbursement, it applies to all those enrolled in the plan. If you opt out of the OPERS vision and/or dental automatic premium reimbursement, the opt out applies to all those enrolled in the plan. 

How do I opt out of the OPERS vision and/or dental automatic premium reimbursement?

You may opt out of receiving automatic premium reimbursement; however, you need to wait until after you receive your first reimbursement. To opt out, you can either call Via Benefits at 1-844-287-9945 or sign into your online profile marketplace.viabenefits.com/opers. Select "View Accounts" under "Funds & Reimbursement" and scroll to "Automatic Premium Reimbursement".

I am currently opted out of the OPERS vision and/or dental automatic premium reimbursement. How do I opt back in?

To opt back in to receiving automatic premium reimbursement for your vision and/or dental premiums from your HRA, you can either call Via Benefits at 1-844-287-9945 or sign into your online profile marketplace.viabenefits.com/opers. Select "View Accounts" under "Funds & Reimbursement" and scroll to "Automatic Premium Reimbursement".

Can I be reimbursed for my vision and dental premiums for a period I was opted out of automatic reimbursement?

Yes.

For premiums for months prior to Oct. 1, 2022, you can submit the OPERS Health Care Premium Receipt as the supporting documentation to receive reimbursement for any months in which you were opted out of automatic reimbursement. You can access your Premium Receipt through your OPERS online account at www.opers.org or by calling OPERS at 1-800-222-7377.

For premiums starting the month of Oct. 1, 2022 and after, sign into your online profile at marketplace.viabenefits.com/opers.

  • Select "View Accounts" under "Funds & Reimbursement" and scroll to "Automatic Premium Reimbursement".
  • Once you turn on your premium reimbursement, if any eligible transactions are available, an alert stating "Additional Premiums May Be Considered for Reimbursement" will display.
  • Select "Show Me" from the alert.
  • In the "Past Premiums Eligible for Reimbursement" window, select the months you wish to be reimbursed by checking the "Submit for Review" box.
  • Once finished, select "Save".

Termination of OPERS Vison and Dental Coverage

Will becoming eligible for Medicare cancel my OPERS vision and/or dental?

No. Becoming Medicare eligible does not impact your OPERS vision and/or dental coverage.

If I enroll in a vision and/or dental plan through Via Benefits, will my OPERS vision and/or dental plans automatically terminate?

No. Your OPERS coverage will not automatically terminate. If you do not want to be enrolled in the OPERS vision and/or dental plans, you must cancel the coverage with OPERS during open enrollment (October 15 – December 15). You may cancel coverage by calling OPERS at 1-800-222- 7377 or by submitting the Vision/Dental Open Enrollment Change Form you received in your open enrollment packet.

Can I cancel or change coverage levels for my vision and/or dental coverage after open enrollment?

No. Enrollment in the vision and/or dental plans is for the entire calendar year. Changes can only be made during open enrollment. If you are currently enrolled in more than one vision and/or dental plan, you should evaluate your needs and make any necessary changes during open enrollment.

Can I cancel my spouse's/dependent's vision and/or dental coverage after open enrollment?

No. Enrollment in the vision and/or dental plans is for the entire calendar year. Changes can only be made during open enrollment unless you and your spouse get divorced or if your dependent reaches the age limit. If your spouse or dependent are currently enrolled in more than one vision and/or dental plan, you should evaluate their needs and make any necessary changes during open enrollment.
